A Plan for Establishing a United States Sovereign Wealth FundAn EO directing the Secretary of the Treasury and the Secretary of Commerce to develop a plan to establish a sovereign wealth fund, including recommendations for funding mechanisms, investment strategies, fund structure and a governance model. Strengthening American Leadership in Digital Financial TechnologyAn EO providing that it is the policy of the Trump administration to support the responsible growth and use of digital assets, blockchain technology and related technologies across all sectors of the economy. However, the EO prohibits federal agencies from undertaking any action “to establish, issue or promote” central bank digital currencies (CBDCs) “within the jurisdiction of the US or abroad.” It also revokes the Biden administration’s EO on Ensuring Responsible Development of Digital Assets and the Department of the Treasury’s “Framework for International Engagement on Digital Assets.” The EO establishes “the President’s Working Group on Digital Assets Markets,” to identify existing regulations that affect the digital asset sector and make recommendations for whether each identified regulation should be rescinded or modified.
