Stacy A. Swanson

In particular, Stacy focuses on a diverse portfolio, ranging from foreign sovereign representation in Washington to bilateral and multilateral trade issues, from human rights concerns (child/forced labor, human trafficking, etc.) to labor issues (such as the Davis Bacon Act), and from getting a handle on technology issues (such as artificial intelligence and data privacy matters) to understanding congressional appropriations and advising on other “must pass” congressional legislation. With over 17 years at the firm, Stacy has experience representing sovereign governments from around the globe; she has also worked with trade associations and represented multinational corporations in Washington. Her diverse background enables Stacy to advise clients – which also include US state and local governments – on policy developments affecting them (such as creating an early warning system) and devising successful strategies to advance their interests in Washington. For example, she leveraged a trade association membership to help cultivate congressional contacts that successfully helped to resolve a transboundary issue for a US city vis-à-vis the implementing legislation for a free trade agreement.

Prior to joining the firm, Stacy worked for a senior government official at the US Department of Labor’s Occupational Safety and Health Administration (OSHA) where her efforts helped bridge connections with the regulated community. She has a deep understanding of the Labor Department’s federal regulatory process stemming, in part, from working at the department and first-hand involvement in an OSHA-negotiated rulemaking process for the US construction industry.
