Ben Tobias is a member of the Public & Infrastructure Finance group. His practice is focused on debt finance solutions for a wide range of public infrastructure projects, with an emphasis on airports, water and sewer utilities, and surface transportation providers. Ben serves clients as bond counsel, disclosure counsel, underwriter’s counsel, and borrower’s counsel and has a depth of experience with a variety of conduit financing structures. Ben has guided clients through public offerings, direct purchases, multimodal and variable rate tender deals, transactions involving credit enhancement facilities such as letters of credit and liquidity facilities, commercial paper programs and revolving lines of credit.

While in law school, Ben worked at Georgetown Law's Institute for Public Representation, Civil Rights section and the US Department of Justice, Civil Division, Fraud Section. He also interned at the Ohio Supreme Court for former Justice Paul E. Pfeifer and at the Washington Legal Clinic for the Homeless, in Washington DC.

  • Serving as bond counsel and disclosure counsel for the Metropolitan Washington Airports Authority.
  • Serving as co-bond counsel to the New York Transportation Development Corporation in connection its $1.3 billion Special Revenue Bonds, Series 2022 for the John F. Kennedy International Airport Terminal 4, as well as the 2022 $4.0 billion financing for the JFK Terminal 6 project.
  • Serving as bond counsel for the Allegheny County Airport Authority (Pittsburgh International Airport).
  • Serving as disclosure counsel to Los Angeles World Airports (Los Angeles International Airport).
  • Serving as bond counsel to the Virginia Small Business Financing Authority in connection with its Senior Lien Revenue and Refunding Bonds (I-495 HOT Lanes Project), Series 2022 Tax-Exempt/AMT and Subordinate Lien Revenue Refunding Notes (I-495 HOT Lanes Project), Series 2022 Federally Taxable.
  • Serving as co-bond counsel to the Pennsylvania Turnpike Commission.
  • Serving as bond counsel and disclosure counsel for the District of Columbia Water and Sewer Authority.
  • Serving as bond counsel and disclosure counsel for the Ohio Water Development Authority.
  • Serving as underwriter’s counsel to RBC Capital Markets in the first-of-its-kind bond issuance, establishing the credit of a new revolving loan program for the Equitable School Revolving Fund, a nonprofit social impact fund.
  • Serving as underwriter’s counsel on a wide range of publicly offered bond issuances in Massachusetts, Connecticut, New York, Washington DC, Ohio, Tennessee, Indiana, Nebraska, Arizona and California.
