With nearly two decades of experience in advancing municipalities’ priorities in Washington DC, Pamela Welsh represents a portfolio of clients that includes two of the top 10 cities in the US.

She provides strategic counsel to municipalities, universities, local agencies, counties and not-for-profit organizations seeking greater federal funding or favorable changes in federal policy and legislation.

She advocates on her clients’ behalf on the broad range of federal funding and policy matters that affect municipalities on a daily basis, including homeland security, transportation, housing, land use, education, social services, energy, water and environmental resources.

Pamela works closely alongside her clients to develop and implement federal legislative and regulatory agendas and keeps clients well informed on the impacts of administrative and congressional action on client interests. Pamela develops outreach and relationship-building strategies, including the creation of coalitions as necessary, to effectively advance client agendas and realize their goals.

With expertise in the federal budget and appropriations processes, Pamela has had particular success in securing federal funding and financing for her clients through congressional appropriations and authorizations, as well as from agencies’ discretionary and competitive programs.

Committed to growing the firm’s best-in-class Public Policy Practice, Pamela manages the firm’s Public Policy Internship Program, annually hiring talented young professionals with a passion for public policy to support the practice.

Pamela also co-manages the firm’s compliance with the Federal Lobbying Disclosure Act (LDA) regulations for a vast firm-wide portfolio of client matters that consistently places it among the top 10 lobbying firms in the US.

In addition, Pamela co-leads the firm’s Mentoring Program and serves as the Principal Liaison to the Partner Associate/Advisor Committee in the firm’s Washington DC office, formally mentoring junior-level lawyers and public policy advisors in both client service principles and career advancement.
