Jessica Ice is an associate in the Public and Infrastructure Finance Group and focuses her practice on public finance transactions with a particular emphasis on airport financings, public-private partnerships, economic development, federal lease revenue transactions, general obligation and revenue financings.

Jessica’s expertise with bond financings for airport facilities includes serving on the bond counsel teams for:

  • The US$4.2 billion bond and commercial financing of JFK Terminal 6 in 2022, and the nearly US$2 billion refinancing of the JFK Terminal 6 project through tax-exempt bonds in 2024, each issued through New York Transportation Development Corporation (NYTDC) as a conduit issuer for JFK Millennium Partners
  • The US$877 million of NYTDC Special Facility Revenue Bonds for the Phase 3 financing of Delta Air Lines LaGuardia C&D Terminals in 2023
  • The US$359 million of Allegheny County Airport Authority Senior Lien Revenue Bonds for the Pittsburgh International Airport’s terminal modernization program in 2023

Jessica is also experienced in Ohio port authority transactions including the tax increment financing bonds, capital lease transactions and incentive loan programs. Jessica supports each transaction from start to finish by drafting transaction documents, providing project management support and coordinating closing and post-closing logistics.
